Tar-like residue coming from transom??????

Need some help identifying problem or whats happening. I have a 96 PII with a 200 efi. There is a tar like residue that leaks from the transom area after using the boat. It first leaked along the aluminum trim along the splash well and now is coming out from the u-bolt where the tie downs latch. Leaks after about 2 days in the garage and then stops and hardens up.

There is water intrusion. That does not mean the transom is overly compromised, though water is coming from somewhere. Our suggestion would be to removed the engine, dry it out and replace the bolts and trim with silicone under those. Also reseal the battery trays and other mounted items. Check to see if a hot foot has issues and reseal those also. BCB
