no. that collar is a cover for the bearings. loosen the big knob that lets you adjust the trolling motor from shallow to deep and turn the top head one way or the other. There is no way to adjust this as the cables are a fixed length and its very unlikely the cables were stretched. If you will have the top head of the trolling motor parallel to the floor in the stowed position, then your foot pedal should be very close to the way you want it.

Unfortunatley, MK has a pretty solid patent on the lift assist.It will only be a matter of time before Motorguide develops similar.

Yeah, I have a buddy that had the MG powrelift. when it worked it was good ,but when it didnt you had to remove some hardware.
