What model do you have and is it new or new (NTY) to You!Is the steering stiff when it is sitting on the trailer. If so then you may have another issue. If it is not stiff on the trailer, then it must be stiff on the water, and is this stiff one direction only? Too many variables, and if the fluid is low, you would not be stiff, you would be free. Though you can add fluid to where you just see it in the tubing. It is not necessarily low if you can not see it. BCB
