Remove the nut then try some PB Blaster and let it sit for a while. Then a steering wheel puller, although it will almost certainly damage the steering wheel itself. Some wheels have threaded holes you can use to hook the puller up. My old Astro did not, leaving me with the only option of using a 3-jawed puller which hooks behind the wheel and then presses on the steering shaft. Get it tight, with the nut still on but loose, and lightly tap the nut which can help break it free.
