Ive not seen his boat, but I do know some folks have added after market retractable straps to their Cats. I know Tom, (Flyswatter) has done so on some of the Cats he has had.
Its an option. There are actually 3 ways you can have it. 1. velcro straps 2. bungee cord 3. retractable straps. If ordering a boat you need to let the dealer know so that it can be noted on the build sheet. Otherwise youll get the velcro straps. I prefer the velcro straps as it allows getting in the rod box with the rods on top as long as they strapped down. The velcro is the safest in rough water. The retractable and bungee allows the quickest operation.

Also looks like they are mounted at a angle, is this for clearance purposes for the retractable mech? I have the Velcro and have seen the bungee they run straight across from each other
To maximize the distance they are mounted 90 degrees to the deck which gives them the most room and makes dislodging in rough water less of an issue. The buckles are then pulled forwards in the key way which should make them more secure.
