I also have a 1997 Jaguar, had the same problem and what I found also was the tank fill cap connection that goes through the top cap to the tank had a gap, put silicon around it and the bottom hose that was connected wasn’t push all the way up and was tilted allowing water in tank. I also had the same problem with tank. Just remove all the top fuel tank parts and check seals, I had to replace my seals, went to local parts store and bought gasket material that was fuel resistant and made my own, worked for me. The tanks are con caved, guess from age.
