									<content:encoded><![CDATA[<p>So does the (requirement of smart phones by at least one boat participant.) mean that this tournament will be done with a service like TourneyX?  Will photos be sent in instead of a weight in and length be used as the rule for weight or will it be in inches of best fish?</p>
