The cable was pulled out of the assembly. The brakes are not engaged now. Is it save to operate this way? I realize i will not have brake away brakes .  Thanks  Arthur

I was most likely the problem or the valve. I decided to remove the trash cover in the live well and use a plug. That solved the problem and is the 4 th boat i have used this way with zero falures.
