You checked all the ones on the engine? Did you use a multimeter or did you visually pull them? The time this happened to me, the multimeter showed that i had continutity on the fuse because when you pressed the leads down into the top of the fuse it made the fuse make contact where it was broken. Took me a week to finally pull the fuses and bend them between my fingers to actually see the one that was broke. If I held it up and just loked at it, it looked perfectly fine. Either you have overlooked a fuse or have not checked the right fuse yet. This is not going to be a problem inside the boat unless its a battery issue, though I really doubt that.
