Ive been on this forum for many years and have never seen a post like yours. I would follow Redngoos advice and bring it back to dealer to get this figured out.

I would get with the dealer as quick as possible. How hot has it been where you live? What kind of fuel additives are you using? Gas should not be bubbling like that with the boat just setting there. Also my understanding is that all the gas caps on that year model are the new EPA ones. They are not even supposed to let vapors out of them.
Get the boat to the dealership and have the fuel vent hose checked to be sure it is not trapping fuel in a low spot and has a consistent upwards angle of the hose. There is a chance the fuel demand valve is jamming in the EPA system.
