It is probably the sender, though check to see what type is on your engine. If it is a round sender on the left side of the engine saddle mount that the pivot pin is in, then you have the wrong sender.
Probably a faulty sender but you also need to ck to make sure the bushings on the pin are in place..I have had the bushings fall out and that can and will take out (kill) the sending unit.
Your info reminded us of one point Sherm, you can also loose the keeper pin in the pivot pin and the assembly rotates not moving the sender. It also will allow the pin to float out and can make a mess of the J brackets or break an assembly.
