If this is a Mercury it an be Easier? There is a cast aluminum turning cover and spring loaded nut center, that has a pin protruding out the bottom of the engine arm, below the tongue on front of the piece, the aluminum part has a thumb style wing standing up about 1/4″ on the rear. Press the end of the cable onto the lower pin and twist the aluminum piece while pulling up on the arm and pressing down on the cable. The rotating piece should hold it in place, and if it seems loose tighten the nut about 1.5 to 2 turns, though it should be movable.
