You are most likely going to have to have a data plan for the tablet. Google Earth does cache some maps/data, however as you zoom in and out, it will try to go back to the Google servers to retrieve the best image files. If you have a smart phone, download and install Google Earth, then find an area you want to check out, then put your phone in Airplane mode (Turns off Cell and Wi-Fi), then move around and zoom in and out.
