Should a fluid level be visible there or further down out of sight? How do you know when to top off?

You honestly should never have to top it off. If the system starts to loosen, turn the wheel to left and right stops, and keep twisting it a few turns, then reverse. If it needs fluid then something is wrong and it’s leaking.
