Probably a stupid question, but at the tongue of my trailor, there is a little black lid that screws off,, what goes in there??? hydrolic oil> or brake fluid? thanks.. mine is dry!! and I dont know why???

DOT3 Brake Fluid under that lower cap which is the top of the Master Cylinder.
