We cant understand how a flopping throwable cushion with open straps left loose in a boat to be within reach of the driver under power is a safety action, when it seems to us to be a huge safety concern having anything in a boat loose. Usually those without the cushion slide it in between the side panel and foot rest or Hot Foot which really concerns us with moving parts there those straps could be hung in. The regulating agencies threw concepts of legitimate access to/in storage out the window for what probably was some staff opinion that was extremely unrealistic. There are many boats without ability for safely stowing a throw cushion unless sat upon. Thus raising users elevation and insecurely seating the individual on a loose object on a fastened seat. Having the cushion reasonably accessible is realistic, having it open access is not. We feel it will create more safety concerns than save lives. This one would be difficult to monitor and determine the true results of either action.
