So can I advertise these tournaments on the forum? Im going to request Quest sanction for the Good Friday event.

You can request sanctions through the form on the Quest site. The promoting of the events you are welcome to post on the Owners Board. Though this site is only for sanctioned events posted by BCB and questions relating to Quest.
