It sounds like ground issues and the light switch is possibly Loose or bent on the Box Light. Light posts are often the bronze pins needing spread very slightly with a Small pocket knife. The hand rails are fine wires and we are suspect that the wires are broken over time. Release tension on the Allen head in the center stanchion, then slip the rail back and locate the connections which should feed out the rubber grommet.
