Fuel 1 is the gauge for the tanks, fuel 2 should be your oil reservoir. The switch on the dash rotates between the two tanks on gauge #1. Someone may have reset these messing to figure it out. There is a master default to reset the gauges. Then you can reset the fuel to gallons. There was a PDF On the Mercury site for Smart Craft. We do not know that link or if it is still active. 1. Set gauge on tank 1 2. switch at the dash and see if the gauge moves, it is S L O W. 3. check the Fuel 2 to see if it is now programmed for the oil reservoir in the rear. BCB

The bubbles are usually the issue. Get a good bubble and the one that shorts “full” you can replace that bubble and see if it works, which it should. Then take the bubble and try it in the opposing tank. You can also reverse or jump the wires to be sure that the signal is on. Using the wires from a working side of either the tank or dash input to verify that either is working. Once you have that isolated, then you can replace bubble, sender, or check for a wiring issue.
