The bubbles are usually the issue. Get a good bubble and the one that shorts “full” you can replace that bubble and see if it works, which it should. Then take the bubble and try it in the opposing tank. You can also reverse or jump the wires to be sure that the signal is on. Using the wires from a working side of either the tank or dash input to verify that either is working. Once you have that isolated, then you can replace bubble, sender, or check for a wiring issue.
