Odds are a 93 four blade would be a Predator. If if is an Eagle (PES) then you can have some ventilation. Does it come out after it revs, if you hold the throttle down? That is a characteristic of some in this age class. It could be that you need to lower that jack plate some also. You could go to a Tempest 25 and try it. That was a common prop as was a 25″ or 26″ Trophy. Find one to try if yours does not come out as described then play with props.
