The water pump will pump as long as you keep the intakes within reasonable distance of top of the water column. The intakes on a Merc 150 are the side ports and some limited air does not hurt it as the engine is not hot loading or unloading usually. If your using a no power loading reservoir then floating it on and using the engine for aligning it would be fine.
