12.8 is a fully charged battery, and 12.4 is a static rested one. The engine should put voltage higher than 12.2 if the battery is good, and it should run around 13 to 14+ while running. There are a number of issues you should check from circuit breaker on the in line lead, to the junction block and area where the stub leads are plugged into AMP connectors.
