It should not be.
The livewell has a Fresh Water in with a pump out on the Red valve. You just pull the valve out and the pump should empty the Livewell. The recirculator does exactly that inside the livewell. If the bilge pump is operating when the livewell pumps are on that’s a wiring issue, usually inside the AMP plug and a pin is located wrong.
