if your trim works at the console then those loose wires in the bilge are most likely not the cause of your trim not working at the bow! The bow trim is wired off the trim at your console so you will need to check the connections at the bow switches. If both the up and the down switches both don’t work at the bow then most likely it’s a power issue going to the switch. As far as the loose wires in the bilge where exactly in the bilge are they located? Do they look like they have been cut or so they have connections on them ans look like they have never been hooked up before? If you have a hydraulic jackplate they could be for that if the jackplate is not working or disconnected
