When running on a hose there is no water in the mid-section so the low speed exhaust (low pressure exhaust) can vent through the prop, the way it does at speed. At idle in the water, the mid-section is full of water so if that exhaust bypass is plugged there is nowhere for the exhaust to go, hence the idle issue. Thanks to my OMC instructor from 20 years ago for making us aware of this. I applied that knowledge soon thereafter to the great pleasure of my customer.
