Need to remove Throttle Need a little Help

I need to removed the Merc throttle assembly on my 2009 Puma. there seems to be some type of binding going on inside of the hull. this only tuff to but in gear, It not happening all the time. I have removed cable from the motor, still tight, not all the time. I.m curios could in be the cable. Also notice yesterday the motor will seem to raise the RPM at idle or even in gear taking my foot off the hot foot. 2009 Pro XS 250 …..Need a little help.

Ther should be an Allen screw under the throttle to loosen the handle, then the face plate removes to expose the bolt heads and you have to go through the slot hole under the console. Some drills and place access ports beside the seat.
