Its not just a dealer thing, but also the fact that they can keep costs down by shipping only to a limited number of dealers/ distributors every day in large quantities as opposed to shipping a couple of bags thousands of times every day to individuals. Would they sell more if they sold retail? Maybe, but the price would go way, way up. More boxes, more tape, more time, more people, more shipping costs, etc. etc. If you want to pay $7- 9 for a pack of Zoom lizards, they could sell retail. But why?What BasketBoy said, find a local dealer that will order them for you (most will if you ask) or an internet e-tailer that has them in stock.
