If that is the lower oil reservoir on a Mercury then it is not a significant issue as the oil will pump to the upper reservoir in most cases, as the screen is larger. The screen has about 1.5 inch of surface area.
The upper reservoir on the engine is a different situation as that is the one that feeds the engine.
