Yes if its steering fluid then you should be concerned. Where is it leaking? Do not try and operate your boat with the leak as you could possibly lose control and do serious harm to yourself or others. Pricey…….depends on if your current system can be repaired. I assume that it probably can. New system will cost you around 1K.
