He should be able to run a 27M and help that some. The RPMs are off some and apparently he needs more to get this turning. The 25 M would be another option, though it seems too small for a 250?
Try the 25T or a 26 Tempest. Those blades on the M series are thin and a 250 has been known to sling one every now and then. Raise the motor. The 06 Puma and the VZ250 liked to be run high.
