Not sure your 99 cougar has one but on my 2006 P4 there was a small rounds button breaker under the throttle lever arm, i had everything in the boat running one time and hit the pump out button, all my pumps and stuff died. Reset the breaker and never had an issue from it again. Check to see if you have one there and see if its popped. Though im not sure the 1999 models had this breaker.
