Make sure you put a little oil on rubber seal on top of filter to lubricate it. You do not have to put gas in the filter. Just screw it on and and keep squeezing the primer bulb to prime the fuel system. Make sure you check for leaks and hook up the water sensor at the bottom of the filter. Piece of cake!
