Seems like on the low side. I run 75 with a 05 cougar with 225 opti and a 26 fury. All my 250 Cats would break 80 with 1 person load and 77-79 with 2 people. I spend lots time playing with mine to get them just right but my numbers arent any higher than most. I know Phil and some the others are running the same and better numbers. Is this your first Cat? I expect it is and seat time will cure the issue. As far jp height the fury runs better deep. I actually raise mine for take off and lower it once on plane. I would start way down and get boat trimmed out(which is not full trim usually more like 5/8 to 3/4) just watch gps and see what boat responds to . But you should have a upper 70s boat to answer your question
