Usually that’s from some form of vinyl preservative which breaks down the thread.
If your the original owner owner then you know if you’ve used one, if not you’ll never know. The vinyl in 2008 was before the Syntec brand we use now and varied in brand between colors.
Replacement seats are what we suggest. Sewing them again is hard as usually the vinyl is hardened when the preservative is used.
