Finally figured it out! I read and old post over on BBC where BCB responded there is a pink wire in the boat wiring harness that comes from the A10 panel to the fuel gauge. Previous people had been messing with wiring, so once I corrected the connectors, i hooked up the white wire to the pink (after verifying it was not 12v) and the fuel gauge works!
