You have to know your local laws. Sabres say 3 person, but in Texas you have have 10 people in the boat. If all i am doing is ideling you can load it up as long as you are being safe. Conditions matter, 10 people rough waters isn’t safe. That three person rule is from the coast guard. Not a fact on how many can actually be in the boat.
To be clear, in texas I can put 5 people in the boat and run down the water and be legal.
