It sounds to me that you are switching the ground on one switch instead of switching the hot wire. Make sure you are not switching the ground, and feeding it to switch #1 to make the light come on.

Not sure if it would work, but you could try a “Unibit” (step drill) Maybe Bass Cat can elaborate on the best way.
